Continue Investing in Our Children's Future
The Geographic Cost of Education Index (GCEI) must be fully implemented so that Prince George's County receives all of the school aid it is entitled. The Bridge to Excellence Law is making the difference in the education of Prince George's County's children. County school construction needs are enormous. Transitional or temporary classrooms do not facilitate or promote proper learning. The state must honor its legal commitment to county school construction.

Continue Supporting Health Care and Human Services Initiatives
A historic partnership was created between the state and Prince George's County to stabilize the county's hospital system. The state must maintain its commitment to the partnership to fund its share of capital needs. Additionally, legislation is necessary to help fill the healthcare gap by providing health insurance and prescription drug cost relief to the elderly and the more than 90,000 uninsured Prince Georgians.
The federal government must invest $1.5 million in county and state health and wellness programs. And the state must continue its commitment to help at-risk children. Prince George's County cannot sustain any additional cuts without serious repercussions to programs that address infant mortality, truancy and mental health services for children.

Continue the Commitment to Innovative Crime-fighting Programs
A new residential surcharge is necessary to provide additional resources to police and firefighters in order to improve public safety throughout the county. Auto theft must be addressed with funding for prevention programs and effective enforcement measures must be initiated which place fewer burdens on the victims. Arson investigators need additional authority to execute search warrants and emergency orders.
Prevention is the key to crime-reduction in the county. Restrictions must be adopted to close Prince George's County liquor stores between midnight and 6 a.m. Funding must be identified to support more police officers, establish community policing, neighborhood watch and other crime-reduction programs, including the County Executive's Livable Communities Initiative's Violence Free Zones for Children.
Federal funding must continue for the COPS program, Local Law Enforcement Block Grants and Byrne Grants to support gang violence prevention and to mitigate the effect of heightened terrorist alerts.

Continue Revitalization of Older Established Communities and Investing in New Ones
The state must continue its partnership with Prince George's County in funding major community revitalization projects. The state should provide $10 million for revitalization of the Suitland Manor Redevelopment Project; $10 million for the Gateway Arts District, including the African American Heritage Cultural Center in North Brentwood and $3 million to renovate the historic McCormick-Goodhart Mansion, in Langley Park, for a multicultural service center. Establishment of tax credits are necessary for revitalizing communities in the areas along Eastern and Southern avenues and near subway stations. Housing and community development grant programs must remain intact to provide for more housing and community revitalization.Legislation is necessary to ease restrictions to allow more upscale restaurants.

Continue To Protect Our Seniors
We must stop the proposed 12 percent cut by the Maryland Department of Aging for services to the elderly. The state should invest $1.5 million to support redevelopment of the McGuire House Senior Public Housing Development in Oxon Hill.

Continue Investing In Homeland Security
Prince George's County emergency personnel are the first responders in the event of a terrorist attack on Washington, D.C. State and federal funding is necessary to establish a state-of-the-art Regional Emergency Operations Center to protect the region and vulnerable key federal installations within the county.
The state and federal government must support radio interoperability and provide funding to assist the county with the purchase of a new public safety radio system.

Encourage the Use of Mass Transit
The state must invest at least an additional $8 million in METRO to avoid a third fare increase or cutbacks in service. The state must continue to partner with Prince George's County by investing in transit-oriented development. METRO should be extended to BWI and construction of a Mag-Lev Line from Washington to Baltimore must be studied.

Support Funding for Drug and Mental Health Treatment in Jails
Funding is necessary to educate, train and treat non-violent drug offenders to reduce recidivism, and legislation must be enacted to address the disproportionate number of African-American nonviolent drug offenders.

Continue the Commitment To Tax Fairness
Loopholes must be closed to prevent “single purpose entities,” such as limited liability companies, from avoiding property transfer and recordation taxes. Congress must dedicate revenue streams to cities and counties when it considers telecommunication reforms, internet sales taxes and regulation of Voice over Internet Protocols. |
